An extraordinary meeting held in Tripoli yesterday, brought together the General People’s Committee and the secretaries of the people’s committees of Shabias “provinces”, ended with the launch of the Shabias as local governments in implementation of the Basic People’s Congresses decisions. The Secretary of the General People’s Committee said at the meeting the committee will work as a tool to assist the Shabias in their new mission. The Assistant Secretary of the General People’s Committee said the meeting was to lay the foundation for new Shabias to act as local governing bodies after being subjected to restructuring, in response to the speech of the Leader of the Revolution on March 2 in which he urged the Libyan people to assume their local administrations in all Shabias. People’s Committees Of Shabias To Act As Local Governments 1st Addendum
The meeting set out the work of the Shabias in their new form, the powers allocated to them to run local affairs in their locations including planning, taxation and provision of services, and also to devise policies related to issues such as employment, investments and housing. The new Shabias will have the ability to review the minutes of local bodies to ensure their compatibility with the enforced laws. They will also have the power to reorganize the administrative apparatus in accordance with enforced regulations and to enforce penalties against lower bodies within the enforced laws. The new Shabias will have the power to issue employment decisions, promotions, seconding measures and to exercise any powers accorded to them by the General People Committee.
